It is impossible for each Senator and Congressman to just give out large sums of money without having some power and influence over exactly where it goes. Each Senator and Congressman requested the funds from the Department of Budget and Management managed by Florencio Abad and appointed by Aquino. Since the current guidelines are that the funds used must follow the DBM's guidelines, and ordinances or laws must be created prior to each district releasing the funds, then what happened to the accountability? What happened to the yearly audits and investigations that are required regarding the releasing of funds? Why is it now that the DBM just recently released an audit dated August 2013 declaring all these violations? What has the DBM been doing all these years? Just giving the money away without asking any questions? But why? How and why would they do that? They would need a higher approval to do that and to cover their asses. So who really is the higher authority approving all of this corruption and authorizing the DBM and other agencies to not ask questions? Corruption in the government is only secretive to people like us that are not involved in it, but to those with the authority, it is not secretive. It is that it is so widespread now, that it is impossible to stop regardless if a good honest politician was elected to office or not. The stakes and money involved is too high now for any one man to stop the cycle. Any bump in the flow of things such as Janet Napoles getting caught, can easily be taken care of, which is no wonder why she has disappeared, and probably unwillingly, if you get the point. And if you really think that Janet Napoles is the one who ended up with most of the funds, don't be a fool. Do you really think that any one involved in this corruption scam would let her get most of the profits from this scam, when they are the ones providing the money to her in the first place and taking most of the risks with their careers? It is probably more like she only got a small percentage of what was actually stolen, since she was the one who was just laundering the money into phony projects. Let be for real now, most of these politicians all have law degrees and have been around a while. So don't be a fool now and think they were ignorant. And I don't mean you personally. Also, every year on Christmas day, each family gets a holiday ham from the governor (unless your Mayor is not friends with gov).<br /><br />Just like how the Ilocanos are very loyal to the Marcoses, the supporters/relatives/beneficiaries of Bong Revilla, the Estradas, and the Napoleses will continue to be blinded by money and power.<br /><br />We could not blame extremists for suggesting that Senators, Congressmen and all their relatives be dragged to the streets and be killed.<br /><br />Although I believe that the pork barrel scam should be left to the NBI, DOJ and the courts, I fear that this will turn to the likes of the fertilizer scam, NBN-ZTE deal, and Ampatuan massacre. Justice in this country is close to dead.<br /><br />Thanks to the internet, we could try to at least let everyone know that we are not happy with the current system and that we want to do something about it (like killing Jeane Napoles in front of Janet Napoles, by running her over using her own Porsche).
